Indonesia's PPATK Walks Back Policy, Unblocks 30 Million Frozen Dormant Accounts

TEMPO.CO, Jakarta - The Financial Transaction Reports and Analysis Center (PPATK) has reopened access to millions of inactive or dormant accounts that were previously frozen, as the move draws controversy.

"Thus far, 30 million accounts that were temporarily frozen have been unblocked," said the Coordinator of the Public Relations Substantive Group of PPATK, M. Natsir Kongah, when confirmed on Friday, August 1, 2025.

Natsir explained that the unblocking of the accounts had been carried out over the past three months. PPATK had previously found that dormant accounts were widely misused and targeted for criminal activities. After receiving data on dormant accounts from the banking sector in February 2025, the institution began temporarily freezing accounts on May 15, 2025.

Dormant accounts are customer deposits that have not been involved in transactions, usually for 3 to 12 consecutive months. According to PPATK's analysis, there are more than 140,000 dormant accounts that have been inactive for over 10 years, with a total value of Rp428.6 billion.

To reactivate the frozen transactions, account holders must fill out a complaint through https://bit.ly/FormHensem. Customers can also visit the bank directly to fill out the form.

Subsequently, PPATK will inspect the account holder's profiling database through synchronization with the bank. If all stages have been completed, the bank will reactivate their respective accounts.

Various parties have criticized the decision to free dormant accounts. Economist at Celios Nailul Huda said the policy violates consumer rights. "The owner's consent is necessary to free or block an account. Without consumer consent, PPATK is acting unlawfully," Huda said in a statement on Thursday, July 31, 2025.

Huda mentioned that the Financial Services Authority is allowed to block accounts linked to suspicious transactions under the Law on the Development and Strengthening of the Financial Sector (P2SK Law). "But that is not within PPATK's jurisdiction. PPATK needs to understand the rights of citizens," Huda added.
