
TEMPO.CO, Jakarta - Indonesia has warned that transnational crimes have evolved into an existential threat that could jeopardize the entire formation project of the ASEAN community.
Indonesian Foreign Minister Sugiono stated that this phenomenon is not just a regular security issue, but a fundamental challenge that threatens the integrity of the region.
At the 29th ASEAN Political-Security Community (APSC) Council Meeting in Kuala Lumpur on Sunday, May 25, 2025, Foreign Minister Sugiono expressed deep concern about the escalating cross-border crimes that are becoming more sophisticated and organized.
Although the implementation of the APSC Blueprint 2025 has achieved an impressive 99.6 percent, Indonesia believes that this statistical achievement does not yet reflect ASEAN's readiness to face contemporary threats.
"In the future, we need to focus more on real threats such as transnational crimes. This is not just a security issue, but a serious threat to the ASEAN community formation process itself," said Foreign Minister Sugiono, indicating the urgency of changing the regional security paradigm.
Indonesia proposes a revolution in the regional law enforcement approach through the establishment of an integrated collective response system.
This ambitious proposal includes joint cross-border investigations, real-time information sharing systems, accelerated reciprocal legal assistance mechanisms, and the appointment of national focal points for operational coordination.
Furthermore, Indonesia advocates for the mainstreaming of the ASEAN Outlook on the Indo-Pacific (AOIP) as a new strategic framework in the political-security pillar. Foreign Minister Sugiono emphasized the need for the implementation of the Concept Paper on AOIP from a Defence Perspective, which was agreed upon in 2023 as a model for all ASEAN sectoral bodies towards the 2045 Community Vision.
The meeting, which adopted the ASEAN Political-Security Community Council Report and the APSC Strategic Plan, marks a turning point in the evolution of regional security architecture, with Indonesia positioning itself as a driver in transforming the ASEAN security paradigm.
