How Iran Used Quran Verses as Diplomatic Messages at Khamenei's Funeral

TEMPO.CO, Jakarta – Quranic recitations accompanied a state funeral ceremony attended by more than 30 foreign delegations during the burial of former Iranian Supreme Leader Ayatollah Ali Khamenei at Tehran's Imam Khomeini Mosalla on July 4, 2026. For Iran, the event was not merely a religious ritual but also a stage for diplomacy and political signaling to the international community.

According to a report by the Kashmir Observer, the Quranic verses recited during the ceremony varied depending on each country's relationship with Tehran, ranging from close partners to regional rivals.

Messages for Regional Powers

When the Saudi delegation approached the ceremonial platform, organizers recited verse 13 of Surah Al-Imran, which refers to the Battle of Badr. Analysts interpreted the choice as drawing parallels between Iran's recent confrontation with the United States and Israel and the early Muslim victory at Badr.

The recitation was also seen as a subtle message to Riyadh, whose close ties with Washington came under scrutiny during the conflict.

Qatar's delegation, meanwhile, was greeted with verses from Surah Al-Fath associated with the Treaty of Hudaybiyyah. Unlike the message directed at Saudi Arabia, the verse for Doha was viewed as a gesture of appreciation.

Analysts said the selection reflected Tehran's recognition of Qatar's diplomatic role in facilitating regional negotiations and maintaining communication channels with Washington.

For Pakistan, organizers recited a verse from Surah Al-Isra: "My Lord, grant me an entrance of truth and an exit of truth, and provide me from Yourself with supporting authority."

The verse was interpreted as an acknowledgment of Islamabad's active diplomatic role during the conflict.

Turkey, meanwhile, was greeted with Surah An-Nisa verse 95, which observers viewed as recognition of Ankara's practical engagement. Although Turkey remained outside the conflict, it maintained active communication with Tehran.

Softer Messages for Allies

According to Middle East Eye, the Quranic verses recited for Russia, China, and India carried a more diplomatic tone, focusing on truth, reassurance, and stability rather than warfare.

Russia's delegation received verses from Surah Al-Qasas, which discuss humility and avoiding tyranny. Analysts interpreted the choice as portraying Moscow as a responsible global power while also cautioning against hegemonic ambitions.

China was greeted with part of Surah Al-Imran verse 126, emphasizing reassurance and divine support.

India received a similar message centered on perseverance and resilience: "Do not lose heart and do not grieve." The same verse was also recited for Hezbollah. However, the passage read for India excluded neighboring verses referring to martyrs and oppressors, making the message appear more encouraging than militant.

Funeral as Geopolitical Theater

Observers say the funeral of Iran's former supreme leader evolved into more than a religious ceremony, becoming a platform for geopolitical messaging.

Iran appeared keen to demonstrate that it remained far from isolated following its conflict with the United States and Israel.

Iraqi political analyst Mohammed Hassan Bahrani told Iraq's Alahad TV-EN, as quoted by India Today, that the verses were not intended as universal prayers for all delegations.

"The recitations differed according to each country's diplomatic relationship with Iran," he said.

Iran's History of Quranic Messaging

Iran has previously used Quranic references during periods of geopolitical tension.

In April, Foreign Ministry spokesperson Esmail Baghaei responded to threats from U.S. President Donald Trump by quoting a verse from Surah Al-Mujadila, according to Iran's Tasnim News Agency.

Around the same period, following Ali Khamenei's death, his successor Mojtaba Khamenei marked the 40th day of mourning with a message citing Surah Al-Fath: "Indeed, We have granted you a clear victory," according to India Today.

Iran has not officially explained the choice of Quranic verses recited during the funeral, leaving room for interpretation.

However, analysts say the carefully selected passages offered insight into Tehran's diplomatic messaging and the symbolic signals it sought to send to different countries.
