
TEMPO.CO, Jakarta - Apple has provided access to its latest on-device artificial intelligence (AI) models to third-party developers through the Foundation Models framework. This feature was announced at the annual Worldwide Developers Conference (WWDC) 2025 and has become a significant update in Apple's on-device AI strategy.
With this access, developers can utilize a range of Apple services, from summarizing documents and pulling key info from user text to even generating structured content offline, without the need to send data to the cloud or incur Application Programming Interface (API) protocol costs.
"With the new Foundation Models framework, third-party developers can now build on the same on-device AI stack used by Apple’s native apps," as reviewed by 9to5Mac on Wednesday, June 11, 2025.
Apple's management stated that the on-device model, with approximately 3 billion parameters, outperformed several other similar models in internal testing.
In image processing tasks, this model won over 46 percent and 50 percent of prompts against InternVL-2.5 and Qwen-2.5-VL-3B. For text, its performance is competitive with larger models such as Gemma-3-4B, and even excels in some multilingual evaluations like Portuguese, French, and Japanese.
In contrast to Apple's server models that are not available to developers, this local model can be fully utilized without internet connection. Apple also mentioned that this system is designed for structured output, through a guided generation approach, which is directly integrated with the Swift programming language.
With this approach, developers no longer need to embed large language models into their applications. A similar approach also keeps the application size lightweight and all AI processes run locally. Developers can also help improve user privacy and eliminate additional costs for developers.
