TIKTOK has released the Footnotes feature, a user-participatory fact-checking system. This feature is similar to X's Community Notes feature. "Footnotes draws on the collective knowledge of the TikTok community by allowing people to add relevant information to content on our platform," TikTok shared in its newsroom on Wednesday, July 30, 2025.
According to Tech Crunch on Wednesday, July 30, the feature has been made available as a pilot program in the United States. TikTok users in America can view notes that have been deemed helpful by the community and contribute their assessments.
Footnotes Development
The Footnotes trial was first announced by TikTok in April as an effort to add context to circulating video content on the platform. Similar to other similar systems, TikTok is powered by a bridging-based system to seek consensus from users with different views.
If users from various perspectives agree that the notes are helpful, they are considered credible. This approach aims to prevent one-sided voice manipulation.
TikTok explained that Footnotes helps users better understand the content they're watching by adding supplementary information. "Footnotes builds on our extensive efforts to maintain platform integrity with content labels, search banners, and a global fact-checking program that helps people understand the reliability of content and access authoritative sources," TikTok stated in writing.
The platform also stated its focus on the importance of media literacy so that users have the skills to distinguish facts from fiction.
TikTok opened registration for users in America to become Footnotes contributors since April. The minimum age requirement is 18 years old, and they must have been active on TikTok for more than six months and have no community rule violations. According to TikTok, the latest data shows that nearly 80,000 American users have qualified as contributors, as cited by Antara, on Thursday, July 31, 2025.
Comparison with Community Notes
Community Notes have been developed by Twitter since 2020 through the Birdwatch program and then expanded globally in 2022. Under the ownership of Elon Musk, Twitter became X and began using AI in note creation and making this feature to highlight popular content.
Although adopting the Community Notes format, TikTok explained that Footnotes will not replace the existing Global Fact-checking Program. TikTok continues to collaborate with more than 20 accredited fact-checking institutions from the International Fact-Checking Network (IFCN) covering more than 60 languages in 130 countries.
