Severe Flooding in the Philippines Forces Thousands to Evacuate

TEMPO.CO, Jakarta - Heavy rain throughout the night caused major flooding in the capital of Manila, Philippines, on Tuesday, July 22, forcing tens of thousands of residents to evacuate and prompting the closure of schools and government offices.

According to the National Disaster Risk Reduction and Management Council, at least six people have been reported dead and six others are still missing due to Tropical Storm Wipha, which has been affecting the region since last Friday.

As reported by CNA, several areas in Metro Manila were submerged in floodwaters up to knee-deep after the Marikina River overflowed. More than 23,000 residents living along the riverbanks have been evacuated to temporary shelters, such as schools, community centers, and covered public spaces.

Approximately 47,000 people were evacuated from various areas in the capital city, including Quezon, Pasig, and Caloocan, as well as the main government district.

Wilmer Tan from the Marikina rescue office noted that the majority of those affected by the floods were from low-lying areas along the river. He recorded that the water level of the Marikina River had reached 18 meters.

In Caloocan, an elderly woman and her driver were reported to have been swept away while trying to cross a flooded bridge. "Their car was recovered last night. The rescue operation is continuing, but as of today, they haven't found either of them," said John Paul Nietes, assistant supervisor of the central emergency operations center.

Although the floodwaters began to recede on Tuesday morning, July 22, 2025, thousands of residents were still unable to return to their homes.

Tropical Storm Wipha, locally known as Crising, has been lashing the Philippines since last Friday. The country is hit by about 20 tropical storms or typhoons each year, and the poorest regions are usually hit the hardest.

Global warming, which exacerbates climate change, has worsened the strength of the storms. "This is hard, because if the rain will continue... the river will swell," said 61-year-old Avelina Lumangtad, a street sweeper in Manila, near the still flooded areas, as quoted by ABS-CBN.

Over 500 flooding incidents were recorded in the Metro Manila area in the past 24 hours due to heavy rains triggered by the southwest monsoon (habagat) and a low-pressure area (LPA), according to the Metropolitan Manila Development Authority (MMDA) on Tuesday, July 22, 2025.

MMDA chairman Romando Artes reported that as of 11:00 local time, the number of flood spots had decreased to 273. "Throughout Metro Manila within 24 hours, there were more than 500 flooding incidents in various areas. As of 11 a.m., it went down to 273," explained Artes in a press conference at Malacaang Palace.

He added that the flooded areas varied, and over 200 flood spots had been declared clear.

Meanwhile, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) warned that heavy rain is expected to continue in several areas due to the combination of the habagat and the low-pressure area. According to GMAnetwork, this extreme weather has caused widespread flooding, severe traffic congestion, and left piles of debris in several parts of the capital.
