TEMPO.CO, Jakarta - The Financial Services Authority (OJK) recorded around 103,000 debtors affected by disasters in Aceh, West Sumatra, and North Sumatra. The OJK has designated these three regions as areas requiring special treatment for bank loans and financing, so debtors affected by disasters will receive credit relaxation.
"For now, we can report that based on the assessment, there are approximately 103,613 debtors directly affected," said OJK Executive Director of Banking Supervision Dian Ediana Rae in an online press conference following the Monthly Commissioner's Meeting on Thursday, December 11, 2025.
He stated that the special treatment procedures for debtors affected by disasters refer to OJK Regulation No. 19 of 2022 concerning Special Treatment for Financial Institutions in Areas and Sectors of Indonesia Affected by Disasters.
These special treatments include three things. First, an assessment of credit quality based on accuracy for loan ceilings up to Rp10 billion. Second, the determination of smooth credit quality for restructured credits. Third, the separate determination of credit quality for new credits. These policies will be in effect for three years from the date of enactment on December 10, 2025.
OJK Commissioner Board Chair Mahendra Siregar said that this special treatment policy is part of a risk mitigation strategy aimed at preventing the impact of a systemic disaster. "And to support the acceleration of regional economic activity recovery," said Mahendra.
Permata Bank's Chief Economist Josua Pardede stated that one impact of this policy on the banking sector is holding back the surge in non-performing loan ratios. Without special treatment, disasters that damage homes, business assets, inventory, and production facilities will immediately reduce debtors' repayment capabilities. As a result, banks will significantly increase loss reserves, pressuring capital and tightening credit.
"With leniency in credit assessment and restructuring space, banks can maintain a smooth status as long as debtors remain cooperative and show prospects for recoverable business," said Josua to Tempo on Thursday, December 11, 2025. However, he said, this policy does not eliminate credit risks. He also believes that banks need to map disaster-affected debtors in detail and determine the right restructuring scheme.
Joshua also said that this policy impacts post-disaster economic recovery. According to Josua, credit leniency will allow households the breathing space to rebuild their homes, replace furniture, and meet basic needs without immediately falling into arrears.
