TEMPO.CO, Jakarta - Member of the National Energy Council (DEN) Satya Widya Yudha said Indonesia's energy transition must be run in phases while considering affordability for citizens. He conveyed this at the 'Tempo Energy Day' event in Kuningan, South Jakarta, on Wednesday, December 10, 2025.
Satya explained that since the Glasgow Climate Conference in 2021, Indonesia has been called to stop fossil energy use by 2040. But the government opted for a cautious approach, he said. "Indonesia is not taking steps to phase out fossil fuel, but phasing down. We are reducing fossil fuel usage while ensuring carbon emissions reduction is met," he said.
According to Satya, speeding up renewable energy and reducing fossil fuels must go hand in hand with ensuring supply reliability. He emphasized President Prabowo Subianto's message that energy resilience must be prioritized, on par with food security.
On the other hand, he said, energy resilience not only ensures the availability of supply but also requires adequate infrastructure and affordable prices.
"What's the point of transitioning if the cost is not affordable for the people?" he said.
In the forum, he mentioned two issues that require attention in the process of energy transition: utilizing energy as a regional asset to drive investment and regional original income, and the urgency of green financing to support energy transition commitments.
Furthermore, Satya went on, Indonesia cannot finance the energy transition by itself. The experience with the Just Energy Transition Partnership (JETP) scheme, he said, shows that international assistance is still provided with commercial interest rates that provide no advantages for developing countries. "This is very challenging. Energy transition requires a more just financial support," he said.
He also underscored the global inconsistency in emission reduction. On one hand, developed countries are pushing for the elimination of fossil energy. But coal demand continues to rise, which indicates that the world is not fully consistent with carbon emission reduction targets.
In addition to funding, according to Satya, technological aspects also pose a barrier to energy transition. Carbon capture and storage technologies, such as carbon capture and carbon capture utilization and storage remain expensive.
Satya argued that developed countries need to help make these technologies more affordable and commercially viable so they can be implemented in developing countries. "Energy transition is a collective need. Indonesia cannot work alone. We need global collaboration," he said.
