
TEMPO.CO, Jakarta - The Jakarta Provincial Government is preparing to phase in a controlled landfill system at the Bantargebang Integrated Waste Treatment Plant (TPST) starting August 1, 2026, as part of its transition toward eliminating open dumping practices and upgrading waste management.
"Starting August 1, we will begin a gradual transition from open dumping practices to controlled landfill management. The government is responsible for ensuring this change runs smoothly," said Dudi Gardesi, Head of the Jakarta Environmental Agency, in an official statement on Saturday.
He explained that the transition will be carried out in phases to avoid disrupting waste transportation and disposal services from the capital.
The controlled landfill system involves burying the refuse before leveling and compacting it. Afterward, the waste is periodically covered with specialized materials to mitigate odors, curb fire hazards, minimize environmental impacts, and reduce the potential for landslides.
This system is part of the Jakarta 100 Percent Managed Waste Management Roadmap, developed in collaboration with the Ministry of Environment. Concurrently with the rollout, the Jakarta Provincial Government continues to scale up the capacity of waste processing facilities both within the city and at the Bantargebang site, ensuring more trash is processed before it is buried.
According to the roadmap, open dumping practices still dominated waste management at the Bantargebang TPST in the second quarter of 2026, accounting for 72.56 percent. Meanwhile, waste processed through various specialized facilities only reached 7.59 percent.
Entering the third and fourth quarters of 2026, the share of open dumping is targeted to drop to 50.34 percent. At the same time, the deployment of controlled landfills is projected to reach 8.39 percent, while waste processing across various facilities is slated to rise to 20.28 percent.
"By 2027, the target is to process 45.65 percent of all waste. Furthermore, by 2028, the practice of open dumping is slated for discontinuation, to be replaced by waste processing and a safer, more controlled landfill system," Dudi said.
The Jakarta Provincial Government remains optimistic that collaboration between the administration and the public will accelerate the transformation of the city's waste management. This collective effort aims not just to eliminate open dumping, but to construct a more modern, secure, responsible, and sustainable waste management infrastructure.
