TEMPO.CO, JakartaThe Ministry of Maritime Affairs and Fisheries suspended the cooperation on lobster larvae cultivation abroad. It did not go according to expectations.

THE Ministry of Maritime Affairs and Fisheries has halted the export of lobster larvae for aquaculture outside Indonesia. Currently, the cultivation of lobster larvae abroad is carried out through cooperation with the Vietnamese government. But after an official review, that partnership failed to deliver on expectations. “The aquaculture targets were not achieved. Illegal lobster larvae exports are still rampant,” said Tubagus Haeru Rahayu, Director-General of Aquaculture at the ministry, on Thursday, November 20, 2025.

Speaking to Riani Sanusi, Ghoida Rahmah, and Caesar Akbar, as well as photographer Kemal Raditya from Tempo, in his office at the Mina Bahari IV Building in Central Jakarta, Haeru explained why the collaboration with Vietnam collapsed, and why the focus now shifts entirely to domestic aquaculture.

What led to the shutdown of overseas lobster larvae farming?

We had an agreement with Vietnam. It was bound by an MoU (Memorandum of Understanding) and by an implementation arrangement. The promise was clear, no more shipments “through the side door.” But the fact is, there are still leaks everywhere. After reviewing various aspects, we agreed to terminate.
