
TEMPO.CO, Jakarta - Military forces from Thailand and Cambodia clashed again in a disputed border area on Thursday, July 24, 2025. Both countries accused each other of instigating the incident. According to Al Jazeera, the confrontation occurred near Ta Moan Thom Temple, located in Cambodia's northwestern Oddar Meanchey Province.
The Thai military accused Cambodian forces of deploying a surveillance drone, followed by firing artillery and BM-21 rockets into Thai territory. Sutthirot Charoenthanasak, the district chief of Surin Province, Thailand, reported that two civilians were killed and several others injured due to the rocket attack launched by Cambodia on Thursday morning.
The situation escalated rapidly. Shortly afterward, Thai F-16 fighter jets bombed several targets in Cambodian territory, causing clashes to spread to at least six points along the border. At least 12 people were reported dead in the clashes, including 11 civilians and one Thai soldier.
Rear Admiral Surasant Kongsiri stated that the Thai military has closed all border posts with Cambodia. Local authorities also evacuated approximately 40,000 residents from 86 villages. Children and the elderly reportedly took refuge in shelters constructed from concrete, reinforced with sandbags and used tires.
Cambodia Calls for Emergency UN Meeting
In response to the attacks, Cambodian Prime Minister Hun Manet requested an emergency meeting with the United Nations Security Council. He referred to the clashes as "gravely threatening peace in the region."
On the same day, the Cambodian Ministry of Foreign Affairs and International Cooperation issued a formal statement.
"Since the early morning of July 24, 2025, Thai armed forces launched unprovoked, premeditated and deliberate attacks on Cambodian positions along the border areas, including Tamone Thom Temple, Ta Krabey Temple and Mom Bei, in the provinces of Preah Vihear and Oddar Meanchey," the statement read.
The Cambodian government described the action as a serious violation of international law, including the United Nations Charter and the ASEAN Charter. They added that the Thai aggression "not only endangers peace and stability along our shared border but also demonstrates utter disregard for regional norms and international legal obligations."
Cambodia also urged Thailand to immediately cease all military actions and withdraw its forces to its own territory. "Cambodia continues to uphold the right to self-defense as recognized in Article 51 of the UN Charter and will take all necessary actions to protect its sovereignty, territorial integrity, and the safety of its people," the statement concluded.
Thailand's Response
Suspended Prime Minister Paetongtarn Shinawatra also issued a statement on Thursday, blaming Cambodia for the use of violence. She condemned the violence and referred to Cambodia as the party that first fired into Thai territory, affecting both security forces and civilians.
"Such action constitutes a clear violation of international legal norms, especially fundamental human rights and ethical principles," she stated in a statement.
She emphasized that Thailand has made strenuous efforts to avoid confrontation and has always sought to engage in diplomatic dialogue to prevent escalation and losses. According to him, all government agencies have worked tirelessly to respond to this situation.
"I fully support all responsive actions taken by the government, the Armed Forces, and the Ministry of Foreign Affairs within the framework of international law and principles," she expressed. She also conveyed moral support to all personnel on duty and urged the public to adhere to safety protocols.
